in all 50 states the law permits that a private part can buy and sell 5 vehicles per year

you can have 5 cars sold in newyork in one year under your name 6 or more you have to have a dealer licence
than there is another law which you cant sell more than 2 cars in one month
check the laws out on ny dmv
