I’m importing a car from New Zealand and all the owner can provide is the Certificate of Registration. I checked the website for the New Zealand equivalent of a DMV and while indeed it confirms the Cert. of Reg. is the document that should change hands when selling a car, it all expressly states that the Cert. of Reg. is not a legal title.

So… do New Zealanders not have titles for their cars, or should I be concerned?
