You could try
Ford.com or pick up any magazine at a grocery store that has cars in them and go to the website listed on the magazine

No there is not. Some dealers may be willing to deal a bit more on a car that has been in stock for a while, seeing as they are paying interest (floor plan) on the money used to buy the car, but there is not a central auction or facility.
The manufacturers have agreements with the dealers, giving the dealers the exclusive right to an area. No dealer would allow a liquidation center to compete with his dealership.
